To protect the child rights according to “The Convention on Child Rights” (CRC) The PCSWHR started its work at grassroots level for its implementation.  PCSWHR presents it s work on attitudinal and behavioral change of people, through PRA (Participatory Rapid Appraisal) approach, social mobilization, motivation and implementation. After the Atlanta Agreement (which was signed among SCCI, UNICEF and ILO) PCSWHR was contacted by UNICEF to act as partner in implementation of its concerning projects. UNICEF launched a project for “Elimination of Child Labour from Soccer Ball Industry” of Sialkot in 1997. In this project, UNICEF involved PCSWHR as one of its partners while PCSWHR has contributed in Elimination of Child Labour from Soccer Ball Industry. Because Sialkot is one of the largest cities of Pakistan and has a vast production of football, Leather and Surgical manufacturing of export quality also faced a chronic issue on child labour.

 Meanwhile, PCSWHR was very active for human rights including women and children’s rights has agreed to study in the area of child labour for its Elimination from Soccer Ball Industry of Sialkot. These projects provide a base line for further projects as given below.

 History of Project (Elimination of Child Labour from Soccer ball Industry)   

On 14th of February 1997, a project agreement was signed the Sialkot Chamber of Commerce & Industry (SCCI), ILO, and UNICEF in Atlanta, Georgia, USA. The main thrust of the agreement was to eliminate child labor from Soccer Ball Industry of Sialkot. Mr. Bill Clinton the President of the United States of America, in his speech at ILO’s Millenium meeting in Geneva, has acknowledged this project and felt its necessity.  He said, “the world must learn from Sialkot, which in a short time have done a very remarkable job”. PCSWHR has worked in focus 119 localities of Sialkot District where the child labor in soccer ball was in its full swing.   This project was a model project and the Executive director of UNICEF, Ms. Carol Bellamy visited four localities of project area which was covered by this NGO. Out of  these four localities, Ajo Wali was one of  locality, which was keenly observed by Executive director of UNICEF, Ms. Carol Bellamy due to its 100% child labor free village declared 100 % enrollment of children in the formal/Non formal schools from age 5 to 14 years. In the start of this project, we worked for developing a strategy and program designing with UNICEF at working level for the implementation. To meet the basic criteria of CRC, PCSWHR showed its interest in the project from year 1997-98 up to date.

Elimination of Child Labour form Hazardous Occupations:

Soccer ball project has been extended form the 1 July 1999, because of the hope full results of the previous projects. Now the area from where the child labour has to be eliminated is extended from a single industry to all industries where hazards are involved, as it is clear from the name of the project. In the new project like Surgical PCSWHR has been awarded 239 more locations and 18 Constituency of the Municipal Corporation of Sialkot City.

OBJECTIVES:

Y                    To facilitate changes in attitudes and practices among parents, employers, adults in the work places, key members of the civil society and children regarding hazardous child labour, especially “Hazardous occupations” in Sialkot District.

Y                    Increase awareness about potential harm–mental, physical growth and well being – to a child working in exploitative and hazardous conditions in the among parents, employers, adults in the work places, key members of the civil society and children.

DEPARTMENT OF CHILD RIGHTS:

For achieving the goals of this great project PCSWHR is working on child rights with a full fledge department of child rights under the one highly skilled director & ten  official field staff members & 2500 COMMUNITY BASED VOLUNTEERS IN INDIVIDUAL & 270 COMMUNITY BASE GROUPS.

FUTURE PLAN

In the field of child rights from next year the NGO will start a new project namely EARLY CHILD CARE & DEVELOPMENT (ECCD) which is an emerging area of concern. Little is known about the early stimulation of children under five years. At the primary school level some of the highest  drop-out rates occur between the 'kachi  level (pre-schooling) and grade one, suggesting an examination approaches to ECCD and the need for an ECCD policy and programme plan that will be community-based, focusing on the holistic development of the child. The NGO has also plan to start the non-formal education (NFE) and rehabilitation for the child laborers to provide the  necessary educational and skills training as well as a comprehensive plan of Social mobilization is one of NGO's mandate on HIV/AIDS and child sexual abuse, children suffering in special circumstances.
