Sialkot
is one of the oldest districts in Pakistan. According to the 1998
Census, it has a population of 2,688,671, of which 74 percent is rural.
It is estimated that 83 percent of children aged 5-7 years are enrolled
in primary schools. The district has more than 1609 villages and 174
Wards with 1943 Primary schools (1199 for girls and 744 for boys). This
makes Sialkot one of the few districts in which girls’ school out
number boys’ with a ratio of 53:47. This NGO singed another project in
the area of education with UNICEF and Education Department of Govt. of
Punjab, on 26 August 1999 namely Universal
Primary Education
(UPE). What
is UPE? Ø
A
preventive approaches to child labour and means of fulfilling the right
of all children to education. Ø
Achievements
of a target of 100 percent primary level enrollment of 51,000 children
between 5-7 years by the year 2001 Ø
Central
to the UPE strategy is the process of attitudinal change in the values
that communities and civil society attach to education. This is the
first attempt to achieve UPE in Pakistan Why
UPE in Sialkot? Ø
Sialkot
is one of the high enrolment districts in Pakistan (83% net enrollment
of children aged 5-7) compared with the national average of 60 percent.
Achieving UPE is therefore feasible. Ø
A
solid foundation for UPE has been laid. The UPE strategy has been tried
and tested, with proven results of 100 per cent enrollment in ALL
villages, now formally declared ‘UPE Villages’. Ø
Sialkot
has demonstrated that with the partnership of Government, civil society
and support agency, child labour in the soccer ball industry has been
virtually eliminated, increasing confidence in the UPE approach. OBJECTIVES: The
basic role of PCSWHR in this project UPE (Universal Primary Education)
is to achieve: 1.
100 percent Enrollment of all 5-7 year old children 2.
Retention of these children for the 5 years so they complete the
primary education 3.
Achievements of a minimum acceptable level of learning by the end
of five years of schooling. (Quality of Education ) METHODOLOGY: To raise awareness, generate community commitment,
through the advocacy, and following established lines of action: ¤
Reconnaissance

Meeting
with teachers ¤
Meeting
with influential individuals and groups ¤
Broad-based
community meeting ¤
Data
collection on out-of-school children by village volunteers ¤
Data
analysis and presentation of the findings to the community ¤
Developing
a village education plan for bringing children to school and for
improving the school infrastructure and environment ¤
Identification
of volunteers to bringing out-of-school children to school ¤
Enrolment
of out-of-school children by teachers and village volunteers ¤ Monthly
meetings of teachers and community representatives to monitor
children’s progress in terms of attendance, retention and learning ANALYSIS OF DATA AND FINDINGS: By using social
scientific tools and techniques of social mobilization, motivation,
social surveys, data collection, Analysis and Evaluation of finding and
its coding and distribution, PCSWHR had taken a vast area for study as
per detail given below. Total 5-7 Years Children
24,719 U.P.E INFRA STRUCTURE For achieving the goals of this great project PCSWHR is working on with a full fledge department of child rights under with one skilled project coordinator and fifteen official staff members & 2500 community based volunteers in individual & 270 community base groups. FUTURE PLAN Sustainability of the UPE with the strong efforts for the quality education at-least next ten year with the appearance of NGO even after the end of project agreement with UNICEF and Government. And after this next ten year sustainability of the project as well as start of adult education on the same pattern in the project areas. Remedy of the local problems concerning education and school's infra structure on self help basis with the mobilized community. To ensure the quality education establishment of teacher training institute is one of important future plan of the NGO.
